Could the fuel tank's vent be clogged not allowing air into the tank?

Absolutely. Make sure your vent is open and clean. Never put a loop in your vent. If fuel gets in there, you've made a trap.
I run a fuel cell vent with no filter on it. Some people will put a filter on the end of the vent to prevent dirt in the tank. I don't see the need for it.
Also make sure your tank is clean and has no obstruction over the inlet to the pump. If you have foam in there, take it out. Others may argue this point but personally I always remove it.
Make sure your vent is proper size also.
When fuel goes out, air must come in.

Make sure your pump inlet screen is clean. The one in the pump, not your in line filter.

Remove the gas cap and try holding the RPM @ 2000 and see if it dies out. If not, your venting is your problem.
